-What you'll need: Nail Polish remover and A cotton ball. I use nail polish remover with a tall cap, I don't know how else it's sold, but if yours doesn't have a tall enough cap to pour remover into, you may need to find something you can pour the remover into that's super tiny, or figure out how to use it straight from the bottle.
Step 1) Pour some nail polish remover into it's cap. And unroll your cotton ball.

Step 2) Tear off little bits of cotton ball that are about nail size.
Step 3) Soak each bit of cotton ball in the remover and lay it flat on a painted nail.
Repeat for each of your nails on one hand.

Step 4) Using your thumb from your opposite hand, press down on the cotton on the nail and pull away from the cuticle. This should pull the nail polish off. If there's still excess polish on the sides of your nail; While the cotton is still stuck to your thumb, run it over the excess polish in the same fashion that you did originally; away from the cuticle. Repeat until the polish is gone.
Step 5) Do this to all nails on this hand.

Step 6) Repeat steps 2-5 on the opposing hand.

Step 7) Wash your hands - this is a duh step, but I sometimes forget to do it right away.
As you can see; I have lots of cotton left over. Which, in my experience is more than enough to do my nails a second time, or even do my toe nails. And these cotton balls I have are not very big either. When I'm done, I pour the excess nail polish remover back into the bottle as well. This is literally the easiest, and most frugal way to remove nail polish that I have ever heard of or found.
